Committees

As required by the City Charter and established by Resolution, the Council is organized into fifteen committees to facilitate adequate consideration of matters subject to its attention. All members are appointed by the President of the City Council. Each Council Member is the Chair one committee and a member of two others. Special ad hoc committees may be established and function in accordance with the authority creating them.

Committees meet at a set time, or upon call of the Chair. Through reports and hearings, Committees obtain information on matters under consideration and make recommendations to the Council in the form of signed written reports which are summarized on an Agenda by the City Clerk for the information of individual Council Members, City departments, and the public.

Councilmember Richard Alarcón sits on five committees, two of which he chairs, one of for which he is the vice chair and two others for which he is a member of the Committee.

Chair, Education and Neighborhoods Committee

The Education & Neighborhoods Committee considers motions, resolutions and recommendations that pertain to all levels of education, Neighborhood Council issues and more general issues of concern to neighborhoods. During his tenure as Chair of the E&N Committee Councilmember Alarcón and the Committee reviewed and acted on all 73 recommendations proposed by the Neighborhood Council Review Commission (NCRC) Report that was released in October. Additionally, the Committee has considered community naming matters, the role of the City Library Department in increasing literacy rates in Los Angeles and they have explored opportunities for joint use projects between the City of Los Angeles and the Los Angeles Unified School District.

Vice-Chair, Public Works Committee

The Public Works Committee works on matters that relate directly to providing city services including trash pick-up, sidewalk repair, street sweeping, bulky item pick-up and other critical community issues.

Member, Energy and Environment Committee

Councilmember Alarcón sits on the Energy and Environment Committee, which considers issues of recycling, water use, air pollution, green building standards and other environmental matters. Energy and Environment (also known as "E2") also has the Department of Water and Power (DWP) within its purview and critical matters such as rate increases and providing water and energy come before this committee.

Member, Transportation Committee

Transportation is a critical issue for the City of Los Angeles. Whether it be the amount of time Angelenos spend in traffic, the availability of public transportation options or considering the transportation of goods within the city and beyond, the Transportation Committee is responsible for looking at opportunities to better traffic in Los Angeles and improve public transportation choices.
